PCI express error(laptop)

My Toshiba A9 15" laptop gives this error right as I turn it on. I know it has to be something wrong with one of the pci devices, but I'm not sure which. I've researched it a bit and it seems like its a problem with the motherboard(I'm guessing the onboard video). Does anyone know a quick fix or has anyone run into this problem?

Also, do you think that reformatting it would fix it? I would prefer doing that over replacing a part.

Its a hardware error, formatting wouldn't fix anything. Is this error before booting into the OS?

Still have a warranty?

Do you know if your laptop has one of those removable video cards?
