PCI slots don't detect anything that gets put in to them + some other problems

I did my format, everything went fine, but before that I bought an external HD
( WD Mybook essential) + a PCI card that had 2 USB 2.0 slots and 2 Firewire 400 slots. The manual of the PCI card said that ifyou had windows xp sp1 or latter you had to put the PCI card in and just turn your PC on and windows would automatically detect it and install the drivers, that did not work.
Then I tried it the way you would if you did not have sp1, even though I had sp2. I got the PCI card out of my pc, deleted all the installed USB drivers. Then put in the install CD, installed drivers, and then put the PCI card in. That did not work either and worse yet, it somehow ****ed up my motherboard. Because when I did that my PC would not start until I pulled out the PCI card.

Now a couple of month earlier I had put in a X-FI card, which worked great, unfortunately after that windows could not detect the card, I tried putting the card in another slot, I even put the card in another PC to see if it wasn't just my X-FI ****ing up, but no it worked fine on the other PC.

So thats pretty much it, my PCI slot are ****ed. I did not make a thread earlier because I wanted to see of the problem would stay even after a total format, unfortunately it did stay, which leads me to believe that there is something directly wrong with my Mobo.

So does anyone have experience with this kind of problem, does anyone know how I can let windows or any other program do a diagnostic on my PCI slots, maybe anything I could try to do in the BIOS. Anything?

I also have a couple of other questions.

First, my windows XP is a dutch version, at the install I could not choose any other language at least as far as I could tell, it did let me choose a language for my keyboard or something like that, but is there a way to change the language of you windows?

After the format every time a warning window pops up, my PC makes a very annoying beeping sound, and not from the speakers because my sound does not work but directly from the box.
For example when in firefox you have multiple tabs open and you decide to close firefox a windows appears asking you if you really want to close off everything, or when I want to close utorrent a similar windows appears and at that exact time my pc makes that annoying sound, now before the format I did not get that ****ing annoying sound but now I do and it'd driving me crazy, I chose silent mode in windows sound option but that did not do anything.
 
I'm just throwing this out there as a silly question... is the plug & play feature of your bios set to be on?

Well before the accident whenever i put something in my PCI it would be detected and windows would ask for drivers so I assume yes, but that accident might have turned it off. Do you know how I can turn it on or have my PC manually detect it?

Could you explain that a bit more, what does it matter if it is a shared slot, I mean my card worked before this and I tried putting it in two more slots, and it still wasn't being detected.
