Ping is around 30 and still lagging

What can i do i have low ping around 30 and i am still lagging really bad. I turned down picture and helped alittle . Do i need a new video card ar what????? Please Help

It might be your video card or another hardware component. Have you tried running the video stress test?

ive had this problem before, reinstalling, or verifying files usually can fix the issue. if not, update video drivers and such.

Either you need a hardware upgrade, a reformat, or you need to have your DSL/cable line repaired. If you describe the type of lag you're getting then we can help you better.
