Ping problem

recently i have been having a problem in css and many other games with my internet. im pinging 5 to servers but when i am in the server i get 150+. my internet bandwidth was 3.0mbs and now its somehow around 1.5mbs.

edit: to update the status. the lag is like a slideshow and unplayable.
 
What are your rates?

i havent changed them at all. i have looked over my router settings,restarted the modem/router and no luck. one time it fixed it self for alittle while then it came back. im thinking its a source problem though, because i have the same slideshow in hl2. so it might not even be a problem with my internet.
 
Try rate 30000 or 20000. Might not do anything though.
 
nah that does nothing. its a problem with the source engine it self. im not really sure what to do except reload the game which i dont really want to do right now.
 
A bad graphics card wouldn't cause communications between his computer and the server to take more time.

Are you, or anyone on the local area network, running any downloads, file transfers, P2P, etc?

From what I've seen, yeah it will. My friend tried to play CS:S on his laptop and while he was getting two FPS, all of us in the server was seeing him warp all over the map.
 
I get 150 ping from time to time. It's a nice present from my ISP which congratulates me for staying with them for so long.

Yeah, I've noticed that with my friend who plays on a laptop as well, but only noticed in while specing him in first-person, but his scoreboard Latency was lower than mine.

Generally speaking, it may cause "lag" but it doesn't cause a higher latency/ping.

i got it fixed finally. i had a copy of my css files on anothor partition and copied them over and it fixed it. so i was right it was a source problem. thx for the help guys.
