pitch black faces and bright jail bar faces

This is something I've been trying to fix and just cant seem to find out what the problem is, main characters and characters on TV and computer screens either have completely blank-black faces or faces that seem to have tube lights on their faces and you can almost see through their skin.

someone plzzz help.

my system specs are:

AMD Athlon XP 3200+ with 2.2GHz
768MB of RAM
Radeon 9800 PRO AGP 128MB
