please helpme to learn to edit and make skins and such

Can some one please post a link to a Mod program that is good for beginners and that is easy to use I really want to get good at moding! so please help me get off to a good start! and maybe give me some help on how to use the stuff

Check out XSI, there is a free version of that, not totaly sure on the name of it but im sure some one will know. XSI was used to make HL2 so its going to be really easy to port your models.

Also worth checking out Gmax, this is a cut down version of 3d studio max.

XSI also includes a number of tutorials, to get started on skinning I suggest you do the TurboChi UV tutorial.
