Problem with frame rate

So I've played through HL2 twice before and I've never had any issues with the frame rate, but now all of the sudden in HL2 and CSS I've been getting like 10 FPS. I'm not really sure what's going on, and reinstalling hasn't done anything. My comp should be good enough to run it, and it has in the past:

2.8 GHz processor
1 GB RAM
Radeon 9700 w/ latest Omega drivers

Anybody know of any changes in Steam made recently that might be causing problems? I really want to make sure I have everything working for Ep. 2, so is there anything I can do for the FPS problems?

check your in game video settings,ati control panel settings. also do virus,spyware scans. maybe even close a few background programs.

Check other non-steam games too, if they have taken a beating then you know something is serious
