Problem with hl2.exe, steam support not answering. tried everything.

I am having an issue running Counter-Strike Source.
Every time i double click to open it, I get the 'Preparing to launch Counter-Strike: Source' box, a pause and then

'hl2.exe has encountered a problem and needs to close. We are sorry for the inconvenience.' with an errror report.

The error signature itself is:
Appname: hl2.exe
AppVer: 0.0.0.0
ModName: shaderrapidx9.dll
ModVer: 0.0.0.0
Offset: 0002e59a

The strange thing is, that Half-Life2 plays and works perfectly, its only CS:S and DoD:S that refuse to work.

I have:
- Re-installing Steam.
- Deleting and re-downloading Counter-Strike Source.
- Deleting and re-downloading Half-Life 2.
- Varified the cache.
- Defragmenting the cache.
- Tried various launch parameters including dxlevel 70,80,90.
- Tried this parameter on reccomendation: +mat_forcehardwaresync 0 +snd_async_prefetch_priority 1.
- Turned firewall off.
- Added hl2.exe to exceptions in firewall settings.
- Updated my drivers
- Tried Compatibility Mode: Windows 95, Windows 98 / Windows Me, Windows NT 4.0 (Service Pack 5), Windows 2000

I know that my hardware is compatible because I have had the game work on this system a while back.

My specifications according to Steam:

NVIDIA GeForce 7300 SE 512mb (shared) PCI-E (169.21_forceware)
1024MB RAM
Onboard Realtek HD soundcard
