Problem with XP Shell Extensions

I have a problem with the XP shell extensions, where if I install a program (such as Adobe Photo Shop), it will not register on the shell extensions. (Specifically the "open with" items"). I choose "Open With - Choose Program" and browse for the program, however, if the program I wish to open the file with is on my DATA drive ( D: ), it will not add the program to the list of programs, and it will not allow me to open with that program from the shell (in other words, I have to launch the program and then browse to the file). I am using Service Pack 1. I was wondering if there is any way to fix this problem (with the exception of upgrading to Service Pack 2 since SP2 will likely require me to re-disable all the junk services, applications, re-uninstall Windows Media Player, delete all the DRM files, etc....)
 
I can't offer anything specific, but its probably got something to do with the "file types" settings in control panel, folder options, file types.

If you go here you should be able to specify what programs open which file types.
It should'nt matter whether the program you specify to open the file is on your second HD, once you specify in here that the program should open that specific file then it should work there after.
 
Same problem occurs when I go about it this way. When I get to the "Open With" window, I browse, select the program, and it does not add it to the list.
