Problems with cooling and noise levels

Hi, I was hoping to do some upgrades to make my comp a bit quieter, because at the moment it sounds a bit like a crowd of angry bees.
Aaaanyway. I've got a barebones comp (Soltek Qbic EQ3801A-300), so obviously things are tightly-packed.

I've got a Radeon 9800Pro 256 which is fairly noisy and I've been looking to find a decent heatsink-type solution, but most require one on each side and as I don't really have the space, I was thinking of going with this instead, and even then I'd have to get rid of a side panel/leave the entire case off.

I might leave the CPU as is, 'cause there's not very much space, but I was wondering if any of you thought this might help keep the system cool in a way that I could slightly turn down the CPU fan to make it less noisy. It would be literally right in between the CPU and graphics card, vertical. Would this keep them cool, or simply transfer the heat between the two?

Finally, that says it's 25~36 dbA, but I'm really not sure how quiet/noisy that is, so any guidelines with that'd be really helpful.

get systems fans that are around 21dba (get 1)
i saw a theramltake psu at 45dba
and cpu coolers can go down to about 25dba
ask if u need links
 
Yeah some links'd be cool thanks. Also, I'm still a bit confused as to how loud certain dba levels are?
 
Quiet VGA cooler.
If you want to quiet your PC down then don't add more fans but rather replace other fans to be more efficent with less noise.
