Problems with downloading games from steam.

Hello. Recently i got problem that doesn't want to go away. It's problem with downloading games from steams. So here's what's going on anyway:
Right now i got Windows 7. Day ago i had Windows XP. Reason why i changed it because my computer was full of 400 gb shit and was really slow. I thought that that could have been problem of it. Then i changed to windows 7. But the problems still exist.
Simply when i try to download game, at first it's fine, going for 1,5 mb/s , woohoo! But after several minutes, it drops to 200kb, and then just stops downloading. Then it may go back, and down again. I have tried restarting steam, sometimes it allows it to download for longer, but it will go down again. Tried to restart computer, but that doesn't fix it. I've tried to delete .blob file thingy, at first it helped, but now it's same.

This problem exist in games like TF2 and Black Ops. These are what i'm trying to download right now. The last week was so pain in the ass for me. I wasn't able to play black ops since it's release(pre-ordered on first day it pre-order was avaible). I reinstalled steam like 3 times in the downloading proccess. That's a really shame + ****ed up weekend :(

Under your Steam settings go to download + cloud, ensure that your download location is correct and you have your internet speed set to what is most relevant.

Based on your specific issue of losing connectivity over time, I would hazard a guess at saying the issue is likely to be with your router / firewall or ISP. Make sure you have allowed Steam to connect with all the ports it requires - check your firewall is allowing Steam through. If your router is causing the problems you may need to forward these ports manually.

http://portforward.com/ - Find your router, then follow the next page to find 'Steam' and find out the ports you'll need to forward. Apparently to download games it's TCP 27014 to 27050 inclusive (Steam downloads)

Also what is your ISP? (Internet service provider). Try googling the name of your ISP and 'Steam problems' or 'Steam connection drops' and see if anyone else has similar problems?
