Problems with LAN games in offline mode

After office hours we run some CS:Source games on the LAN. The network is firewalled and so we can't connect to internet servers or the steam server.
This never used to be a problem, we just ran in offline mode and everything worked fine.

Around 6 months ago there was an update so CS:Source (since these are laptops that get taken home they are kept up to date) that introduced a 3-4 minute delay loading maps on each machine (so 6-7 minutes total, the server needs to load the map and then each client also gets the delay once it sees that the server has started and tried to connect). This is only a problem in the lan games, on the internet all the machines work fine.


My guess is that this was some sort of network timeout caused by the game still trying to connect to the internet despite steam running in offline mode.

And then as of about 3 weeks ago the game just stopped connecting at all. The machine which is acting as a server can still play (with the 3 or so minute delay) but no clients can connect. Attempting to connect causes the game to lock up completely at the same point as it used to sit and wait.

When the delay first came up I opened a steam support ticket on the issue. After several attempts at trying to explain the problem and only ever receiving standard replies to how to fix high lag once the game had loaded I gave up with the support service since they obviously weren't reading any of my explanation of what the problem was.

Does anyone else have this problem or have any ideas on how to fix it?

Disable netbios under wins in tcpip options
