Problems with ping and dynamic weapon pricing commands

Alright. Here's my situation. I heard about that dynamic weapon pricing thing so I loaded up cs:s (which I haven't done in a long time) and search for a server. The problem is every server I go on has the old system. Does this mean that there is some kind of console command I must enable or does every server operator hate this new dynamic pricing idea? Another problem I'm having is high ping and I can only find high ping servers. Last time I played cs:s was before this dynamic weapon thing and at that time I got a ping of around 50-55. Now apparently I get pings anywhere from 100-150. Is there any ways to possibly fix this or is it just because of extra strain with this new system? I would really appreciate any help or ideas.
 
Not being able to find DWP servers is because the admins hate the system and so have turned it off on their servers.
As for the ping, have you changed any settings recently? Got a new modem/router?

I see I kind of figured it was the gay admins. As for changing settings or new hardware I have done none of the above. The settings have remained the same since a couple of months ago when I last played the game and I haven't played with any internet settings. Do you have any other suggestions?

Hmm... Could be that Steam has reset your connection speed settings. Try:
Right click the steam icon in the bottom right, then click settings. In the "Internet" tab, there should be a connection speed box. It may have reverted to 28kb/s.
Uuhm, check for spyware/malware/virii on your computer, they can decrease internet speed considerably.

Thanks that worked well. I guess I overlooked things such as spyware.
