PSU or Motherboard failure? (or both?)

Yeah. I just installed a ATi Radeon 9800 Pro 128mb card into my computer. 2 Hours later it turned itself off and wont turn back on. At first, I thought the card overheated, but that wouldn't explain why the comp wont turn on.

The computer already smells burnt but I thought that was because my trusty old Ti 4200 badly overheated and collapsed.

I've traced the source of the problem to the PSU or Motherboard. I think it has been under intese pressure since I've been plowing on upgrade after upgrade. (Note: when I turn on the computer, the power light in the front case comes on but nothing else works.)

My questions are:

1) Is it the PSU or the Motherboard? (or both)

2) What are the best PSUs for the lowest amount of $$$?

3) Is this a good one?

My Specs:
CPU: 2.8 P4
RAM: 768mb DDR
Video: ATi Radeon 9800 128mb
PSU: 200W

It sucks that i was showing off the new graphics when the power went "Hurricane Katrina" on me. :dozey:
 
yea sounds like the psu to me 200w is not enough to cut it
 
200w??? wow, no wonder. 300 isn't even enough to cut it these days- I'm amazed it even turned on at all.
