System 029 - Public Service into Military
1. Introduction
This devised system of mine is very simple. For the Pros state in [2], put all public services, such as the police, fire department, and various others, into a branch of, or under, the military.

#1. Effectivness of Services
#2. End or Limit Corruption
#3. Better crises and disastor management
#4. Greater job security of public workers
#5. Increase of administrative productivity
#6. More societal and public safety
By introducing a very clear and rigid chain of command, as well as a harder code of ethics, the delays of the usual administratice work would be eliminated, and corruption may virtually end. The chain of command would also add to the effectivness of emergency agencies and services, such as the fire department and the police. Various protocols for the handling of disastors may well rid the nation of failures in emergency handling. The police would also be faster and efficient in their work, and therefore ensuring public safety.
3. Cons
#1. Possible unhealthy concentration of power to high-ranking (Brig. General and above) military officers. AKA dictatorship.
#2. Possible unsafe division and distribution of power to regional governors and/or political parties.
But these possible problems can be easily corrected by the methods stated in [4].
4. Establishing
Establishing the system, as stated above, is fairly easy. As an example, a person who applies and passes for a level-9 public service worker would be automatically ranked Private. Others would be ranked in their respective positions. Elected persons would also be ranked, but higher, such as the rank of Captain.
However, in order to avoid the dangers of both [3] - 1 and [3] - 2, members of parliament and other high 'politicals' would not be ranked when they are elected for goverment. It may also be necessary to divide a branch of the military (Preferably the Army) into two or three divisions, like: Administration, Service, and Combat. Below is the suggested grouping of divisions and sub-divisions.
Administration
Governor/Mayor
Goverment Office workers
Lower Elected officials
Ect.
Service
Police (may be MP)
Fire department
Engineering (as in, public works)
Other public services
Combat
Normal Active and Reserve Army
While an officer from any division would entail the same respect and others from lower ranking servicemen, they would not have much authority over other division members. For example, a Private from Combat would not need to follow the order of a officer from Administration if the order was not linked to his duties or was unreasonable. However, as partial loss of efficiency might appear, the Service divison would have to obey commands from Administration (if it did not violate standing codes of conduct), resulting in the following:
Combat = Administration > Service
Encouragement of non-interference by members of Combat is advised.
5. Conclusion
While this system may have its dangers and cons, the pros, with a few precautions as stated in [4], far outweigh the cons of this system. Therefore, it may be the solution to govermental ineffectivness, without bringing in more problems.
