Yes, he did say in one forum discussion that he would resign.

However, it's looking more and more like he wont have to do either, though I still doubt the game will be as late as he's been claiming.

Its the perfect marketing strategy, people havnt talked about how good the game is in months, its all about the release, Suddenly the quality of the game doesnt matter anymore, people have forgotten about the features of it, they simply know this game MUST come out, people want it to hit the 30th just so fragmaster looks dumb, if it misses, suddenly we are all left wondering, wait a minute theres a cool game here.
