Does grinding oats raise their GI value (as in do they go into your bloodstream faster like a white flour would?)
 
Not really no, unless you are talking such high mechanical grining that will break apart the complex carbohydrate chains making smaller, higher GI carbs.

It makes them easier to digest however and is usually good practice if you are eating lots or ideal for putting in protein shakes.
