Question about package

I'm going to buy Gold but I've heart on this forums that if you buy Gold or Silver, your cd-keys will be overwritten in the Steam database.

Does this mean that I can make another account with my HL and CS:CZ key?

They do indeed get overwritten ... so buying HL2 Gold on a new account woudl be the best course of action. The previous key will already be tied to the first one (I don't think it's 'release' by the overwriting - does anybody know for certain?)
Why would you want another accoutn anyway? (I can think of several reasons, but maybe you won't want to tell me )
