question about warnings level

So what exactly does warnings level 4 mean. I'm guessing it's not a good thing. Can anyone tell me how I got to level 4 without noticing? I haven't posted anywhere but here in a long time and I don't think I've been abusive or spamming or flaming. Anyways, this is "The place to discuss absolutely anything" is it not?

Suppose to be, but there's some guy I know that got a level 4 warning because he 'spammed' in the Off-Topic thread :hmph:
And I still got this damn 2-bit spam warning on my back, duh!
