The only problem I see in that link is the claim about DX 9.1.
As far as I know its a myth, there is no such thing. The info about its existance seems to come from everywhere BUT Microsoft

Apparantly DX9 already contains PS3.0 and a load of other stuff, so there shouldn't be any need for DX9.1 unless M$ just want to fix some bugs in it.

PCI Express Graphics 16x would be my guess.
Here is an article that covers Shader 3.0.
I agree with some of the comments on this page, DX9.1 is to DX9.0 as DX8.1 was to DX8.0...
