Ravenholm - Stuck After First Fence

I am through the first fence (used furniture from room to build makeshift stairs). There are three fences to choose from I have been working on building makeshift stairs at each fence - using the same furniture. Nothing seems to work. I can't reach any ledges. I can't make it over any fences. The elevator doesn't work. I can't find any hidden doors. What about the cars and boards - I can't move them, leverage them in any way. Any suggestions or hints?

Figured Out - Thanks Anyway

I figured it out - was trying to do the wrong thinki. Found a ladder.
