re-format = no games

i reformated my computer a little while ago (thanks to a stupid sound card) and when i downloaded the latestest version of steam from steampowered.com and got into my account, which i had already activated HL2, CS:S, and alot of other mods using my retail CD-Key before reformating, it looked as though i just made a new account. all my games were gone, aside for darwinia, HL2:demo, rag doll kung fu demo, and codename Gorden. when i went to re-activate them with my retail CD-key, it said "duplicate CD-key found". what can i do to fix this problem?

i've installed the game and steam multiple times (like 6), with no result.

You obviously can't install a game with a used CD key onto a new accout. That's just silly.

it's not a new account, it's the same one i had before i reformated.
