Dunno if its illegal, but the Sven-Coop team has a good relation with Valve so i think they are allowed. High def pack is not a big deal anyway..

Im sure ive seen the high definition pack for download on its own anyway. Perhaps im mistaken but i know it isnbt illegal, its just treated like another patch.
