Reading music question

Googled it, didnt find it.

What does a horizontal line above or below the note signify? The line is small, and only applies to the specific note.

EDIT: I am assuming it is non spiccato
 
Ledger lines, they're there as a visual reference for the note's position above or below the staff.
 
It is Tenuto. If most of the piece is in spiccato, and a tenuto pops up, I am assuming it means play it in full note and not in spiccato?
