Recent Update help please

i have recently bought a pc and half life 2, with the extras (cs-s etc). and wondered how i get this update everyone is talking about!
as i have played online for a couple of days and steam has not promted me to update.

the character models in the video stress test are still not there but i havent experienced any sound stutters as of yet

i have heard people talking about restarting steam, does this mean uninstalling it or just restarting my pc?

please some one help me its driving me crazy :cheers:

restarting steam just mean exiting then loading it back up again
