Since I'm a failure at picking out a good card. PCI-E is preferred if not needed.

Cheap is relative. What is your budget?
 
That kind of thing. I don't think 1GB versions of 512MB cards are worth it most of the time though.
 
9800gtx, I saw the 1GB Gigabyte Edition 9800GTX+ with Zalman fan for 170 Dollars (US Dollars) that is. Then again, this crazy shop I go to doesn't charge tax for any of his products.

Depends on what resolution you game at. I'd say 1920x1080 and up will see a decent benefit in going from 512MB VRAM to 1GB.
 
I'd go with a 4850 tbh. 9800GTX+ is power-hungry and runs incredibly hot.
