Red Dots in HL2:E2

I'm not sure what to do about this one. Whenever I play Episode 2, there are these bright red dots on the screen. I have attached some pictures that show the red dots. They are much brighter in-game, but you can still see them in the screenshots. I have tried reinstalling Episode 2 multiple times, but the same thing happens: I see red dots galore. If anyone knows what to do, I would appreciate it greatly.
