Reducing Mp3 files' size...

What should I do for that? lower the bitrate maybe? ok but how? the lowest bitrate windows media player has is 128 Kbps and thats way to big, I'm looking for something near 30-40 Kbps to keep the size below 0.5 MB.
Is there a free software for that? plz help.
 
Get Audacity, it lets you go as low as 16kbps. You'll need to google and download a file called "lame_enc.dll" to let Audacity convert raw audio to the mp3 format. It's safe though, I got it from the first result and it was virus-free.
 
Reducing a file's bitrate will DRASTICALLY reduce the quality to even lower than it would be when ripped to that rate. You'd be better off re-ripping to a lower bitrate. Just a suggestion.
 
Raw audio is the stuff you put in to Audacity.
Audacity works by putting the audio through LAME, and then saving the result. Audacity can also be used for fun, by speed ing songs up.
