I have searched every hl2dm forum i could find, and they all say pretty much the same thing.
what i have done:
cl_smooth 1
rate 20000
cl_updaterate 20
cl_cmdrate 30
-heapsize 512000
lowering the priority
i even did a registry edit (DWORD value:GlobalMaxTCPWindowSize 20000 hexidecimal)
and i still lag at 800+ ping.
ive reduced the graphics and sound to their lowest possible settings, uninstalled hl2dm and re-installed it, and played on servers with both higher and lower ping than myself. I'm completly stumped. i dont really like posting the same problem that others have had, but this is my last resort.

the report was taken quite some time ago, but not much has changed other than i have the most recent version of the catalyst drivers for my videocard. and i know i have a 1.8Ghz cpu that isnt the problem. Any and all help would be greatly appreciated!
