reinstall with pre downloaded GCF problem

I bought some new pieces for my computer and decided to do a fresh install of my OS. I reinstalled steam over the old one (different drive) which had all the files needed. Also I played the game before I did this, so in theory I have the activated version, but I can't connect to the steam downloading network so steam can look in its directory and say "hey look at that...I have all the files already". Is there any way to tell steam that it already has all the files?

Just figured it out. Go into your valve\steam directory and delete ClientRegistry.blob

Hope that helps someone else.
