None of the GTA games come with a key, and even if they did, the answer would be no. Valve only allow that when they've got an incentive to do so (i.e. they get paid), otherwise they're just giving you free bandwidth...

I noticed in the pricing on Steam that they don't change anything for GTA 1 and 2, but doesn't seem like you can download them for free on Steam.

Yeah they're free off of steam when you buy the gta collection or rockstar collection.

Worth mentioning that MTA was designed for the original version of San Andreas (without Steam) and MTA doesn't work with the Steam version.

You can do a bit of sleuthing around to try and get it working, see this thread - http://forum.mtasa.com/viewtopic.php?f=15&t=21052 but some people aren't having much luck...
