Running a server non dedicated

I just want to run a server (non dedicated) but it insists on launching as a lan server. I have tried sv_lan 0 in console and putting it in my config with no luck. WHY EVEN HAVE LAN AS DEFAULT IN THE FIRST PLACE... If anyone knows how to run a server that isnt a lan and not dedicated plz share. Ive posted on the steam forums as well and nobody seems to know or at least has not replied. Thx in advance.

type sv_lan 0 before you make a server. And if you are using a router, Make shure you ports are open.
