EDIT: Problem Resolved - by switching the video output type in my media player from Direct Xv9 to something else, like Overlay Mixer.
For a while I've been bothered by screen tearing during video playback, like what you might see without V-Sync enabled in a game, but worse. I'm not sure when it started. I didn't have this problem before because I had an x1900GT since I got the computer, but it broke about a year ago.
I can't find any options anywhere on my computer to enable V-Sync (because I think that would fix it), but I've tried some other things with no luck.
I'm using on board video. I've got an ATI Radeon Xpress 200 Series Chipset. I would think this would be enough to play back Standard Definition video easily. My media player consumes only about 3% CPU.
I also use ATI Tray Tools, but I get lost in all the options. I don't see anything that can fix my problem.
I've tried going through my codecs a bit. Still don't see a V-Sync option anywhere. I don't think it could be a codec problem because many different formats do it: Mkv, avi, wmv...
Also, I noticed I don't have a control panel for my onboard video for some reason (perhaps because long ago I installed ATT and didn't want two conflicting configuration tools?).
But I believe the driver is installed, as it definitely accelerates the video and lists it as enabled 'no problems/conflicts' in the control panel. Maybe I need to try re-installing the driver anyway.
