Screwed Internet connection

A few days ago I noticed that pages would often stop loading halfway through and force me to refresh, and MSN Messenger would disconnect randomly. So I opened up the console and started pinging google, and out of the 100 pings I sent 20% were reported lost. I repeated it a few times and the same thing happened. So I tried the usual, rebooting, unplugging and plugging back the wires, reinstalling the drivers, changing the USB cable, plugging the cable into a different port (had a couple of faulty USB ports before) but nothing works. Surfing the Internet is a real pain, I often have to refresh the page several times before it loads, and it's impossible to play any online game now. I'm not sure whether the problem lies on my side or the ISPs, I'm probably going to call the ISP tomorrow, but can anyone recommend any solutions meanwhile?

Edit: Almost forgot, specs.

3.2 Ghz Intel, 1GB RAM, 6600GT, Motorola SB5100 Surfboard Modem.
