sdklauncher.exe has encountered a problem

Yo, I just reformatted my HD and installed hl2 again. I must continue working on my mod, but steam wont let me "create a mod" and create the directories to edit from. Whenever I enter the info needed, it does what it needs to do until the end and then crashes. Anyone have any idea how to fix this? Thanks.

PS: steam.dll is not in my sourcesdk/bin folder, and it didnt work when I copied and pasted it there either.
