Server-Side Modding?

How are MODs such as the Warcraft III and SuperHero MODs created? What files need to be edited to accomplish this? Any information on this topic would be greatly appreciated.

To make those people will need the source code of CS:S. That won't come out until HL2 is released.

Eh? No source code for CS:S is going to be released.

The WC3 mod is a metamod, using server-side scripting via something like Admin Mod or AMX.

Valve have stated that they are creating their own metamod for this kind of thing. Be patient.
