Sharing preload content after preload? (Help)

Hey,

My roommate is interested in purchasing HL2 + CS:S over Steam. The only problem is he does not have the preload content and we have a rather strict DL limit at school (2 gigs/week).

I downloaded the preload content and have already purchased it.

Is there any legal way that I can transfer over the data files (preload content after purchase...?) so that he will be able purchase HL2 without having to download through Steam?

I mean, I've read the posts on backing stuff up. But the same preload files are there, correct?
 
What are the file names of these files?

My internet connection only allows 10 gig of international traffic per month, while allowing 100 gig of national traffic. I know of a fileshare service that only allows people from my country into it, so it garuntees any downloads you get from it are national.

I would like to try and download some (or all) of the HL2 pre-load GCF files from this network rather than from Valve, as I get much more national bandwidth than international, however I need to know the names of the files to be sure I get the right ones.

Is "base source shared materials.gcf" one of the files I need?
