What does smart shader effects do its in my ati control panel.
if so what should i set it too if it improves anything

They are post-processing effects once your image is rendered. For example, it can make your game look black and white, cycle through RGB colors, etc.

It is more of a gimmick. Play around with it and you will see what I am talking about. I don't use it because I can't stand any of them. You get no performance improvements if you use them.
