So I have DX9.0c but I don't?

I just got Need for Speed Most Wanted, and it wont even install. It says it requires DX9.0c and promptly shuts down. This is odd because my dxdiag shows me as having DX9c, and I have played many games that require it as well. To make matters worse, I get an installation error when trying to reinstall DX9 from both the disk and from Microsoft's website. It says "failed to copy file" and exits. I ran directx.log and found the problem file is apparently 'dsound.INF' and I extracted it from the disk, but I don't know where to put it. Here is the error straight from the log:

I checked some directx newsgroups and got nothing, and emailed EA tech support, but somehow I'm not very optimistic. Anyone have any ideas? All I want to do is play this damn game!

Nice point Giant.
I guess when it's trying to install a certain file for directsound it basically can't..

Anyway, luckly I think other people have had your problem,
