I want to know if it is possible to slap on a solid color to a brush, and how I might be able to do that. I need something like a dark yellow or orange color. I looked through the textures that valve has to offer...and couldnt find anything close to these solid colors. That is why I ask.

ok let me be more specific of what i am trying to do with this. I am making a big garage level, like the one you see at the bottom of a tall building in the city. I have lots of cars in it. To make the scene more convincing, I want to make the yellow lines that separate the parking spots. Some of these lines are going to be different lengths and such. So, I figure using a brush that is 1 unit thick with a solid yellow color on it would be a good idea. However, there are no solid yellow color textures on the list of textures that i can use. Just though you all might want to know that before answering.

yes thats what im tryin to make. you are probably right too, using a solid color would probably make it look too cartoony anyways. and instead of making a brush that is exactly one unit thick, i could make it stick 1 unit above the ground and submerge the rest of the brush into the ground. Would this be ok?

I think there's a yellow paint line decal, that would be your best bet.

first off, you can achieve what you asked in your original question by doing the following:
make a brush, and tie it to func_brush.
Set the FX Color to the color you want.
Apply a white-ish texture to the brush.

Note: All textures actually containing 'white' in the name do not render as a standard texture. Rather, they render just like if you had fullbright on, no shadows or shades, just bright, bright white, all the time.
The closest to white I could find in regular default textures is snowfloor002a

However, for this purpose it would look crap.
search for 'parking' in your texture browser. They are kinda funny, maybe european style, but they're there.
use the decal tool (the brick thing with the target on it) to apply them.
It wouldn't be too hard to make a new decal if that ones not ideal, if you have access to photoshop or similar...

yeah i have photoshop and have a tid bit in experience in making textures. The part that I dont know (yet) is how to convert the jpg or bmp file for use in hammer. I will give those decals a look see. Thanks.

Edit: i typed parking in the texture browser and nothing showed up. I also typed decals and searched among those and didnt find any parking line textures. And how does one rotate a decal? I never did figure that out.

My mistake. I only do CS:S mapping, and those decals are CS:S decals... Hmm. If you have CS:S you could extract them and use them that way, I guess. :\
