Second that has no relevance to Combine/Xen. Human researchers from Black Mesa were already travelling to Xen and bringing back specimens, its most likley to assume that they brought an Ichthyosaur back as well and learnt to swim in our waters and not Xens. Or wherever the Ichthyosaur is from, its possible its not even from Xen (Its a border world, things get lost there and breed)
