Something wrong with my video?

I never really found it a big deal, but I was wondering what it might be. When I turn my comp on, my monitor idles like theres nothing plugged in...comes on like 2 minutes later, and my mouse and keyboard dont work. But, if i restart the comp, everything loads perfectly right away. Any idea what the problem is?

Try taking it out and seeing if that makes a difference. Then mail the card to me.
