Sort out your rates

I was on a CS:S map and someone kept telling me to sort out my rates, then kicked and banned me.

What is sorting out rates mean and how is it done?

Is the ban just for that server?

cl_updaterate 100
cl_cmdrate 100

Is the best settings to have

but if u have a not so good PC then use:
rate 15000
cl_updaterate 60
cl_cmdrate 60

(in console)

(to enable console go to options > keyboard > advanced > enable developer console)

What rates you use should depend on 2 things:

1) Your internet connection. The higher the speed, the higher the rates.
2) The server. If you are on a 66 tick server, having a cmdrate of 100 won't make any difference than if you had a cmdrate of 66.
