Source content migrates to 3rd party servers

Nothing too exciting...previously Counter-Strike Source and HL2 content had only been avaliable on Valve's content servers (or at least, you were always moved to them when you did anything Source-related). But now they seem to be branching out to 3rd-party servers.
 
I'm pretty sure that's not a new thing. I think my first pre-load downloaded from another server that wasn't a Valve one.
 
usually those are filtered servers where they are generally owned by the ISP as they do not allow anyone to run webservers on their network. Almost every country has 'em....Hypernia is one that i see often, but it seems as though every time i start steam i am on another server.
 
My second preload was from ngz-server or something, the third was from boomtown.net.
