Source laggy now?

Ok i reformated my pc installed the same drivers and now i can only play CS :SOurce ON Medium settings for texture detail. WTF is wrong? I Used to run cs source on all high settings with no problem what is wrong?

SPECS:

radeon 9600 xt 128 mb sapphire
2.0GHz p4
768 MB Ram

It also in settings recommends texture detail to be in high but it won't play enless it's medium setting WTF.

Anyways, same specs but turn off specular lighting.

Specular destroys preformance sometimes for some reason. I had like 10 fps when I got real close to the ground or walls. Turning it off shot my fps through the roof.

where is specular lighting located. Is it in Options menu?

No, you have to type it in the console mat_specular 0.

You can also remove bumpmapping as well for extra fps, mat_bumpmap 0.

I had this problem, But i set my cl_smooth to 0 and my max_fps to 60
