Spend $100. I got Altec-Lansing speakers at Best Buy for $100 last year, 2.1, model FX4021, and I really love them, beautiful sound, good equalizer capabilities, great for movies and games and music.
I've had them for two years and they are the best speakers I've ever heard. Every person who's heard them are impressed at the quality, depth, and detail of the speakers. They put out more bass than what I've heard from a three piece speaker set. And they're $100.
They're actually worth the price too, and are hailed as one of the best 2.1 setups you can buy. Hell, even my old cheaper Logitech 2.1s could go toe to toe with with those Bose 2.0s. My friend was kicking himself for spending so much on those after hearing mine vs his. Bose built a name through their marketing, but as far as quality, they are truly over-priced.
Altec Lansing, Logitech, and Klipisch are the brands you want to look at for quality speakers.
Bose is overpriced. Altec is... ok. There are much better alternatives, not in your price range though. If you're going for a 2.1, keep in mind the sub's crossover. Some's are pretty bad (points at Logitech in particular).
Note that there are 4 units there (bass, center, left AND rear-left, right AND rear-right).
The quality is fairly good for the size, however the fake 5.1 surround doesn't seem to work that well (as I'm sure is true for most fake wall-bounce surround). The audio quality is good considering speaker size, but I could personally use more mid-tones and bass.

What am I looking for?
- 5.1 Surround (or better)
- QUALITY: My main focus is quality, especially in mid-tones and bass.
- VOLUME: Volume is mostly irrelevant; I've never been one for loud music/movies/etc.
- BUDGET: I'll start with a budget if $300. I really don't need top of the line, but it would be nice to gave some nice surround for movies / games when I get my 42"-52" 1080p TV.
- SETUP: PC-Type speakers would be convenient, but I have a feeling I need to upgrade to a slightly more complete system.
