No, that won't happen, although it might create law and order or a sort... it just isn't acceptable now.
 
Of course it won't happen. This is called a 'trial balloon.' The leaders leak some plan that they're worried might no go over too well with the public. If they catch too much flak, the plan evaporates. It works like a focus group in which we're all the group.

From the perspective of knowing that, yes, this almost certainly won't happen, it's funny in a dark sort of way that they've turned to dystopic computer games for inspiration.
