startup programs?

well, i remember i had access to the boot options, and in one of the options, i could disable certain programs from starting when you boot, but when i formatted, that setting was lost. Now, i want to use it once more, but it seems i forgot how to access it. anyone know how to access this boot option menu?

Start -> Run -> msconfig -> Startup

And the most brilliant (self explanatory and more option) way to do this is to launch "run" and type "services.msc"
