steam absolutely crippling my connection

i put steam back on my computer this evening, and it's having some seriously problems. namely, when i run steam, everything else internet-related (browsing, any instant messaging, irc) completely bombs out. if a webpage loads while steam is running, which is hardly does, it'll take a couple of minutes. i'm using a 4mbit connection, and the only other time i've seen this happen is when i am heavily uploading. i tried a reinstall, but the same thing is occurring; however, when i download counter-strike from steam, it goes between 300-400kb/sec.

before i re-installed, i could also couldn't grab server lists from steam.

i'm am using rogers as an isp.

is this a common issues? anyone know a remedy for it?
 
My mate gets exactly the same problem on his 8mb/s connection, his internet stops for ages. No idea why.
 
How about doing a system restoration.Choose a date just before steam went crazy.That might help.It works for me.
 
I have 8mbps connection, and I can browse problem free. Strange.
Yus 'tis very strange. He was good at css too, but can't play because Steam just kills his net connection. He's running through a router with all the ports open and everything, and got some techy friends who can't figure out the problem :\.
 
i think it might be my isp shaping headers or something.
 
yeah it's really easy to play counter-strike without steam on
 
Apparently almost as easy as playing it with steam on, for you anyway.
