Steam - Action Cancelled

I've got a problem with Steam. I can't seem to access community or store, because a internet explorer page saying...

Internet Explorer was unable to link to the Web page you requested. The page might be temporarily unavailable.

Can anyone please help me? I've seen a few other people get this problem and I was wondering how to fix it.

Can you not access either through the Steam browser?

That problem happened to me a few times. Make sure that steam and all of steam's functions (steamUI, etc) are allowed in the firewall.

No firewalls at all are on.
